Department of Agriculture & Rural Development Hoa Binh Extension Centre

The Hoa Binh Agriculture and Forestry Extension Centre is managed by the Department of Agriculture and Rural Development (DARD) of Hoa Binh People’s Committee. It has been an experimental site for the Ministry of Agriculture and Rural Development in methodologies for land allocation. The extension organisation is a relatively newly-established entity (1996). By late 1996, all production forest land without forest cover had been allocated to local farmers or farmer groups, while production

forest land with a forest cover and protection forest land had been assigned to local farmers for protection against payment. In total, 78% of all forest land in the province of Hoa Binh has been allocated to farmers. Hoa Binh province is not only the most advanced in terms of allocation of forest land, due to its early start in implementing large-scale transfer of management responsibility for forest land to farmers, it also has a relatively longer-than-average history of methodological development in social forestry.
